PROSPECTUS
TITLE OF THE TOURNAMENT
5thWORLD CARROM CHAMPIONSHIP 2008
AUTHORITY
The 5th World Carrom Championship will be
organized by the French Carrom Federation under the authority
granted by the International Carrom Federation.
DATE
The World Championship will be held from 13th to
17th February 2008 during the International Festival of
Games of Cannes.
VENUE
Palais Des Festivals, Boulevard de la Croisette, Cannes,
France
ELIGIBILITY
The World Championship is open to the Registered Players of the
member Federations/Associations affiliated to the International
Carrom Federation.
Special invitees from other nations too are permitted to take
part in the events with the approval of the International Carrom
Federation.
Only those affiliated Federations/Associations who have paid
membership fees, annual subscription and/or other dues, if any, to
the ICF, up to the current year, shall be eligible to enter team
and/or individual players in the Tournament.

PARTICIPATION FEE
Participation for the 5th World Carrom Championship
would be as under:
Players : Euro 220 each player
Managers / coaches : Euro 180 each person
Umpires / Officials : Euro 130 each umpire
The participation fee for players includes Doubles, Team,
Singles and Swiss League events.
Participation Fee for Krishan Sharma Open International event
shall be Euro 30 per player. Such fee would not entitle the players
any boarding, lodging and local transport facility. If required,
such facility can be booked on World Championship site at www.carrom.net/~cannes2008
Each National Federations/Associations may remit the
participation fee, as detailed above by 7th January 2008
for all members of the contingent of their respective countries.
The entry fee shall be remitted to the French Carrom Federation
through bank transfer as per details given as under:

RULES
The Championships will be conducted in accordance with the
‘Laws of Carrom’ as adopted by the International Carrom
Federation and as per special regulations for the World
Championships.
UMPIRING
The Umpiring will be in English. Matches will be supervised by
the International and National Grade Umpires (both local and
foreign).
The decision of the Umpires shall be final. The decision of the
Chief Referee shall be final and binding on both the parties on the
matter not covered in the Laws of Carrom.
PARTICIPATION / ENTRY
Each Federation/Association may enter maximum of 4 men players
& 4 women players in the tournament and depute one/two
official(s) to manage the team.
However, eight more players (maximum 4 men and/ or 4 women) can
be entered in Krishan Sharma Open Swiss League event. Such players
shall be other than the eight players already entered for the World
Championship. Players entered for Krishan Sharma Open event are not
eligible to participate in other events of the World Championship.
Entries for Krishan Sharma Open event shall also be forwarded
through their respective national Federations/Associations. Top 16
players of this event would qualify to participate along with other
players in the Swiss League event to be organised on
17th February 2007. Since the entries to Krishan Sharma
Open event are restricted to 80, entries for this event would be
accepted on first come first serve basis.
The Championship Committee, however, reserves the right to
reject any entry without assigning any reason.
SUBMISSION OF ENTRIES
Entries shall be submitted on Entry Form sent along with the
Prospectus. Entry Form duly filled shall be returned together with
requisite entry fee on or before 7th January 2008 to Mr Aurelien
Hanique, Organising Secretary, 5th World Carrom Championship, 23

and copy sent to Mr. S. K. Sharma, Secretary General, International
Carrom Federation (email: icfsk@yahoo.co.uk and icf_sk@yahoo.co.in). All forms should be signed
by the President/Secretary of the nominating Federation/Association
with their office seal affixed.
DRAW
Draws will be held at the venue of the Championship in Cannes,
France on the evening of 12th February
2008. However, draw for the Krishan Sharma Open International
event would be held immediately after the Opening Ceremony on
13.2.08 on random basis.
MATCH SCHEDULE
The World Championship will start on 13th February
2008 with Doubles events followed by Team and Singles events
respectively.
The first session starts at 9 AM daily and matches would
conclude at 8 PM daily.
Krishan Sharma Open International event would commence at 1 PM
on 15.2.2007.
However, the Organizing/Championship Committee reserves the
right to alter/change/ amend the schedule of the proposed days and
time of play.
HOSPITALITY
Free hospitality i.e. boarding, lodging & local transport
will be provided to the participants listed on official Entry Forms
and ICF / Technical officials from 1 PM of 12th February
2008 to 11 AM of 18th February 11 AM 2008.
Breakfast can be had at the hotel, lunch at the venue
“Palais des Festivals” and dinner at "Le Trimaran"
restaurant.
Participants wishing to stay for extra night may visit World
Carrom Championship website for the hotel and food (breakfast,
lunch and dinner) tariffs.
TRANSPORT
Everyday at 08.00 AM and 08.30 PM, buses will be provided to
transport all the players / officials from their hotel to the venue
and back.
In case any participant misses the bus or wishes to go by any
other mode of transport to the venue, he/she will have to manage
and pay for the transport himself/herself.
INSURANCE
All participating Federations/Associations must get Medical
Insurance Cover for their players/officials for the period of their
participation in the World Championship before they start for
France from their respective places.
UNIFORM
All players and Managers/Coaches must be in proper uniform. The
name of their respective countries should be printed on the back of
their T-shirts in BLOCK CAPITAL letters. The National Federation of
each country shall mention the colour of uniform in the prescribed
entry form.
TECHNICAL COMMITTEE
A meeting of the Technical Commission will be held at 1500 on
12th February 2008 at the venue and on subsequent
occasions during the Championship, if required.
PROTEST
All protests shall be submitted as per provisions of the
‘Laws of Carrom’, along with scrutiny fee of US @
50.
If the protest is upheld, the match shall continue from the
particular board in which the protest was lodged and scrutiny fee
refunded. In case the protest is overruled, the result already
obtained shall stand and the scrutiny fee forfeited.
EQUIPMENTS
‘Synco Premium’ Carrom Boards and ‘Ashwin
Rosy’ brand c/m would be used for the tournament. Potato
starch would be used as powder for play.

GENERAL RULES
Team and Singles events would be played on league-cum-knockout
basis, Doubles events would be played on knock-out basis while
Krishan Sharma Open and the main Swiss League would be organised as
per rules adopted by the European Carrom Confederation for the
Swiss league.
TEAM EVENTS
A team for any tie of the Team Championship shall consist of
three out of four players already entered for the World
Championships. Players may be changed from amongst four in the
next round, if so desired by the Captain/Manager of the
team. The names of the three players for each tie shall be
submitted to the Chief Referee half an honour before the time fixed
for each tie.
Each tie shall consist of three Singles to be played
simultaneously. The team winning the tie either by 3-0 or 2-1
will be credited two points for each tie in the league. The
loser of the tie will not be awarded any point.
The matches in each Group shall be played on the basis of
‘total league’. All the matches in the league
shall be played on the basis of best of three games of eight boards
or 25 points whichever is earlier.
If 7 or less teams are entered, all the ties shall be played on
‘round robin league’ basis. The position of the
teams shall be decided on the basis of the aggregate points secured
by them in the league. However, FINAL (best of three Singles) will
be organised between the top two teams of the league to decide 1st
and 2nd positions.
If 8 to 11 teams are entered, they shall be divided into two
groups. The strength of each group shall be with a maximum
difference of one. Top TWO teams from each group shall qualify for
the Semi-finals to be played on knock-out basis. Winner of Group
‘A’ shall meet the Runner-up of Group ‘B’
in the first Semi-Final while the winner of Group ‘B’
meets the Runner-up Group ‘A’ in the second
Semi-Final. Winners of both the Semi-Finals shall play the
FINAL for 1st and 2nd positions and losers play for 3rd and 4th
positions.
If 12 to 20 teams are entered, they shall be divided into four
groups. The strength of each group shall be with a maximum
difference of one. Top TWO teams from each group shall qualify for
the Quarter-finals to be played on knock-out basis. Winner of Group
‘A’ shall meet the Runner-up of Group ‘B’
in the 1st Quarter-Final; Winner of Group ‘B’ shall
meet the Runner-up Group ‘A’ in the 2nd Quarter-Final;
Winner of Group ‘C’ shall meet the Runner-up of Group
‘D’ in the 3rd Quarter-Final; Winner of Group
‘D’ shall meet the Runner-up of Group ‘C’
in the 4th Quarter-Final. Winners of 1st and 2nd Quarters
shall meet in the 1st Semi-Final while Winners of 3rd and 4th
Quarters meet in the 2nd Semi-Final. Winners of both the
Semi-Finals shall play the FINAL for 1st and 2nd positions and
losers play for 3rd and 4th positions.
All knock-out matches of the team events shall be played on the
basis of best of three games of 25 points each.
INDIVIDUAL EVENTS maximum
Men’s Singles and Women’s Singles
If up to 27 players are entered, they shall be divided into four
groups. The strength of each group shall be with a maximum
difference of one. Top two players from each group shall
qualify for the Quarter-Finals to be played on knock-out basis.
Winner of Group ‘A’ shall meet the Runner-up of
Group ‘B’ in the 1st Quarter-Final; Winner of
Group ‘B’ shall meet the Runner-up Group
‘A’ in the 2nd Quarter-Final; Winner of Group
‘C’ shall meet the Runner-up of Group ‘D’
in the 3rd Quarter-Final; Winner of Group ‘D’
shall meet the Runner-up of Group ‘C’ in the 4th
Quarter-Final. Winners of 1st and 2nd Quarters shall meet in
the 1st Semi-Final while Winners of 3rd and 4th Quarters meet in
the 2nd Semi-Final. Winners of both the Semi-Finals shall play the
FINAL for 1st and 2nd positions and losers play for 3rd and 4th
positions.
If 28 to 56 players are entered, they shall be divided into
eight groups. The strength of each group shall be with a
maximum difference of one. Top One player from each group
shall qualify for the Quarter-Finals to be played on knock-out
basis.
Winner of Group ‘A’ shall meet Winner of Group
‘B’ in the 1st Quarter-Final; Winner of Group
‘C’ shall meet Winner of Group ‘D’ in the
2nd Quarter-Final; Winner of Group ‘E’ shall meet
Winner of Group ‘F’ in the 3rd Quarter-Final and Winner
of Group ‘G’ shall meet Winner of Group ‘H’
in the 4th Quarter-Final. Winners of 1st and 2nd
Quarter-Finals shall meet in the 1st Semi-Final while Winners of
3rd and 4th Quarter-Finals meet in the 2nd Semi-Final. Winners of
both the Semi-Finals shall play the FINAL for 1st and 2nd positions
and losers play for 3rd and 4th positions.
If 57 or more players are entered, they shall be divided into 16
groups. The strength of each group shall be with a maximum
difference of one. Top One player from each group shall
qualify for the Pre-Quarter-Final round to be played on knock-out
basis.
Winner of Group ‘A’ shall meet Winner of Group
‘B’ in the 1st Pre-Quarter-Final; Winner of Group
‘C’ shall meet Winner of Group ‘D’ in the
2nd Pre-Quarter-Final; Winner of Group ‘E’ shall meet
Winner of Group ‘F’ in the 3rd Pre-Quarter-Final;
Winner of Group ‘G’ shall meet Winner of Group
‘H’ in the 4th Pre-Quarter-Final; Winner of Group
‘I’ shall meet Winner of Group ‘J’ in the
5th Pre-Quarter-Final; Winner of Group ‘K’ shall
meet Winner of Group ‘L’ in the 6th Pre-Quarter-Final;
Winner of Group ‘M’ shall meet Winner of Group
‘N’ in the 7th Pre-Quarter-Final& Winner of Group
‘O’ shall meet Winner of Group ‘P’ in the
8th Pre-Quarter-Final. Winners of 1st and 2nd Pre-Quarter-Finals
shall meet in the 1st Quarter-Final; Winners of 3rd and 4th
Pre-Quarter-Finals meet in the 2nd Quarter-Final; Winners of 5th
and 6th Pre-Quarter-Finals shall meet in the 3rd Quarter-Final
while Winners of 7th and 8th Pre-Quarter-Finals meet in the 4th
Quarter-Final. Winners of 1st and 2nd Quarter-Finals shall meet in
the 1st Semi-Final while Winners of 3rd and 4th Quarter-Finals meet
in the 2nd Semi-Final. Winners of both the Semi-Finals shall play
the FINAL for 1st and 2nd positions and losers play for 3rd and 4th
positions.
In case of tie of points between two players for top two places
in any group, earlier result of the match played between two
players shall decide their relative positions. In case of tie among
more than two players, the position of such players shall be
determined on the basis of “games” aggregate for and
against all the matches played earlier in the group. In case there
is again a tie even at that stage the “points” average
for and against in all the matches played earlier in the group,
shall be taken into account and their position determined.
The matches in each group shall be played on the basis of
‘total league’. All the matches in the league
shall be played on the basis of best of three games of eight boards
or 25 points whichever is earlier.
All Pre-Quarter-Final, Quarter-final, Semi-final and Final
matches would be played on knock-out basis. Pre-Quarter Final
matches shall be played on the basis of best of three games of
eight boards or 25 points whichever is earlier. Qr-Final,
Semi-final and Final matches shall be played on the basis of best
of three games of 25 points each.
However, keeping in view the number of entries received and the
time schedule available, the Technical Committee may at its
discretion decide to increase or decrease the number of Groups and
the number of qualifiers for the knock-out rounds, after due
deliberations in its meeting to be held on 18.2.2008 at Cannes,
France.
Play off matches
There shall be play-off matches for 5th to
8th positions. All such play-off matches would be held
on the basis of best of three games of 25 points each. For the
play-off matches, the loser of 1st Quarter-final shall
play with the loser of 2nd Quarter-Final while
3rd Quarter-Final play with the loser of 4th
Quarter-Final in the first round. Winners of both the matches
shall play for 5th and 6th positions while
losers play for 7th and 8th positions in the
second round.
Conduct of Play-off matches in the Singles events for arriving
at the International Ranking (for 9th onward positions)
will be finally decided by the Technical Committee in its meeting
to be held on 13th February 2008 at Cannes, after
getting on the spot feedback from officials of participating
countries. If such matches are held, they shall be played on the
basis of best of one game restricted to 8 boards.
Doubles events
These events shall be played on knock-out basis throughout and
elimination would start from the first round itself.
Krishan Sharma Open Swiss League
This event will be held on Swiss league system at 1 PM on
15th February 2008. There will be a total of eight
rounds in the league. First round will be played on random basis.
Subsequent rounds would be decided on the basis of basis of
performance of each player in the previous round, as per formula
adopted for the Swiss league by ECC. Top sixteen players of
this event would qualify to participate in the main Swiss League to
be held on 17.2.2008.
Only those players, who have not been entered in other events of
the World Championship, are eligible to participate in this
event.
Swiss League
This event will be held as per Swiss league system on
17th February 2008. First round will be played on random
basis. Subsequent rounds would be decided on the basis of basis of
performance of each player in the previous round, as per formula
adopted for the Swiss league by ECC. Depending upon number of
entries, there would be six to ten rounds. After completion of
the league, two top players would play the final for deciding the
1st and the 2nd position and the next two
would play for 3rd and 4th positions.
This event will have entries from all participating nations
subject to a maximum of 8 players (both men and women). Top 16
players selected on the basis of Krishan Sharma Open International
event would be included for participating in this event.
Awards / Prizes
Top three positions holder of all events would be awarded
suitable prizes/trophies. In the team events four players and the
Manager would be awarded trophies for each position.
Awards and prizes would be presented in the Prize Distribution
Function to be held in Debussy Auditorium (with a capacity of 1000
persons) at 6 PM on 16th February 2008 followed by Indian shows and
interludes.
Matches to be held on 16.2.08 would be shown on the giant screen
in Debussy Auditorium.
For the Swiss League the prizes would be presented at 7 PM on
17th February 2007.
LAST DATE FOR ENTRIES
Last date for receipt of entries for all events is
7th January 2008.
GALA DINNER / PARTY
The French Carrom Federation would be hosting a gala dinner /
party (reserved for officials, players and people coming along with
them, referees and volunteers) on 16th February 2008.
The dinner is sponsored by Casino Barrière and Sports
Syndicate (SYNCO) Companies
CANCELLATIONS
In case of cancellation of entries:
- 1 month before the 1st day of the tournament, 50% of
the amount of the entries will be kept
- Between 29th and 15th day before the
first day of the tournament, 70% of the amount of the entries will
be kept
- Between the 14th day and the day of the
tournament, the full amount of the entries will be kept.
